Everyone should be under the "Law and Orders". Therfore, properties' owners should be protected. Local goverment should take care the homeless peoples by tax renenues.
that's a crap.. There is no Law and Orders in today Burma. and the so called tax revenues go into corrupt, selfish and stinky people who do what they like to do as usual. this bad culture has been embed in their blood for more than 40 years. What do you think it will disappear in one week, month or years.
